"The dirty dozen" in 1988 just before the departure of Amb Samuels. The Dirty Dozen was an informal consultative group of developed country GATT delegations. It was created by the US Ambassador Michael B. Smith in the 80's shortly after the end of the Tokyo Round and was very active during the Uruguay Round. Its activities declined after the Seattle Ministerial in 1999.
